The three-way test
HRA exemption is the least of: the actual HRA received; rent paid minus 10% of (Basic + DA); and 50% of Basic+DA for metro cities (Delhi, Mumbai, Kolkata, Chennai) or 40% elsewhere. Whatever is smallest is your tax-free amount; the rest of the HRA is taxable.
Note: HRA exemption applies only under the old tax regime. The new regime doesn't allow it, so factor that into your regime comparison.
